Just one other comment. I just checked up on something, and using an exit code of EX_SOFTWARE will NOT trigger backscatter suppression -- I believe that this may be your solution.
If this mail filter is coming out of sqwebmail, update to the current version fo sqwebmail, that generates filters that reject mail with EX_SOFTWARE.
