IME, it's good for SPF: Instead of ?all, one can end an SPF record with ?exists:%{ir}.list.dnswl.org -all. The latter brings much the same gain as the former, without being overly permissive. After all, dnswl.org delivers a domain name, whose abuse team can be targeted. Given what SPF is, the cost of delaying those rejections until the end of data, so as to let the global filter handle them, seems to be acceptable. It would have been different if spamhausewhitelist had had a success comparable to that of their BLs.
