Always have enough new mail for different domains, so that there's always mail that can be sent.
Even if you are capable of doing a million "inprogress" deliveries at the same time, if the destination mail servers are unreachable, nothing will happen.
And, if you have many messages, but to a small numbers of domains, if the domain is unreachable then all mail for that domain will sit on the back burner, for a few minutes, before the domain is tried again.
