As for facilities, coffee is never enough, have you thought of magazine subscriptions and/or a library, maybe a bookmooch/bookcrossing driven? Some sort of shared transportation (rent-a-bike/moto/car) would be ubercool, and would be complementary to the openstreetmap project (you rent a bike, openstreetmap gets the gps tracks) but I guess that involves some funding and privacy issues.
