We used Hunt Calendar for a while, but it didn't really meet our
needs.  Now we're using DigiAppz, and it's working fine, though it
doesn't meet the requirements you laid out.  I'll be very interested
if someone knows about software that does what you need it to -
especially being able to specify limits for customers, and the
automatic billing part.
