I'm in Chicago and my understanding is that in Illinois sales tax is
due for service items that indeed have a takeaway aspect (copies,
inbound faxes, printed documents).

I also understand that there is additional tax due (just like all the
stuff charged by the carriers)  for providing any telecom, wi-fi or
Internet service that requires a log-in as you are now a reseller of
those services to end users.  The caveat for this is if it is bundled
all together in the membership fee - but please, please verify this
with an accountant - as I am not one and I'm in another state as well.
