If someone is taking up more space than they are entitled to,
then that's certainly an issue. And as a practical matter, the
floor needs to be cleaned (and leftover food attracts pests,
etc)

But, given how widely people vary in what they consider to
be a productive work environment, I suspect you'd need to
be careful with commanding your paying tenants to keep
their desks "neat and orderly".
