A 7' ceiling might be ok when above the worksurface/workcounter where  
people are typically sitting, or otherwise can't stand.  If the whole  
space is like that, then how about create low table areas like the  
Japanese do in their tatami rooms.  Maybe even theme it "tatami".  I'm  
not sure if people can work in low sitting areas like that, but maybe  
start with that idea and see how far that could take you.
