To have a critical mass of people, it seems like a few non-population
factors have to be taken into consideration, such as...

--layout of city
--public transit options
--cohesive tech community
--how friendly country is to small businesses

In some places, there is a huge barrier to entry for starting your own
business.  In others, it's encouraged by both the government and made
easier by the fact that small business owners actively network.

The Internet infrastructure (particularly mobility-related ones) also
factor into to it.
