To have a critical mass of people, it seems like a few non-population factors have to be taken into consideration, such as... --layout of city --public transit options --cohesive tech community --how friendly country is to small businesses In some places, there is a huge barrier to entry for starting your own business. In others, it's encouraged by both the government and made easier by the fact that small business owners actively network.
