Signs I've noticed for where coworking is "about to happen", and have seen
it morph into great community spaces once someone steps up to help make the
infrastructure possible:

   - a group of people (often professionals, though it's not exclusive) are
   already congregating (things like Jelly, meetups, barcamps, industry happy
   hours)
   - the rate of congregation is steady or increasing, and the attendance is
   diverse and often changing
   - they're often actively looking for locations to congregate
   - they're socializing outside of work
   - the group is comprised of people active in other existing
   groups/communities as well
   - the members of the group are actively recruiting people to their free
   work/social events
   - there are clear leaders emerging from that group of people whom I could
   work with to help them catalyze the collective efforts into something more
   organized

Rather than attempt to force these sorts of activities in order to fill a
space, or develop "new communities" (which I am continually discovering is
much harder to do than people are willing to realize), finding ways to exist
"in between the gaps"  and supporting an existing ecosystem that would
benefit from a cohesive approach to gathering and a space to do it in.
