Besides the module description, something I'd love to see attached
is the most recent "paragraph" from the Changes file. That's what
usually decides whether I want to upgrade a module. I know there
isn't a standard format for change files but using
Date::Manip::ParseDate would make it pretty reliable.
As you say there is no standard for the format of Changes or
ChangeLog files. But if someone were to write a module that worked
reasonably well to extract the latest changes then it can be included.
