I'm addressing this to this mailing list mostly because the people here
are involved in various CPAN-related infrastructure.
In an email conversation with ILYAZ over the last few days in relation
to the outstanding bugs listed for Term::ReadLine::Perl it came up that
he actively dislikes rt.cpan.org and so will not use it.
While I find it odd that this is so and somewhat annoying that there are
no publicly visible bug queues for his module, he does have a legitimate
point in that these queues exist despite the fact he doesn't want them.
This means that long bug queues persist even when they have been fixed,
and create a high level of confusion.
So I ask the group for ideas on how we might allow authors to opt-out of
rt.cpan.org, and thus other systems that auto-link there, such as
search.cpan.org, might then know to NOT link to rt.cpan.org.
