It turns out that manually re-installing Compress::Zlib did the trick.  I
just wasn't sure where to download the file to and do the
"perl Makefile.PL" and so on within the structure of my cygwin install.
Turns out that it doesn't matter -- you can do it anywhere.

Once I got that (and the prerequisites) manually upgraded, cpan is working
again.

Thanks to all who replied and helped me get this straightened out!

(Incidentally, I'm not entirely sure how this message got onto this mailing
list -- I submitted it to google groups perl.beginners and perl.cpan.discuss
and it didn't show up in either place under google groups, but happily I got
a few replies anyhow.  It is only Andreas' reply cc'ing the cpan-discuss
mailing list that showed me where they were coming from.)
