Is anyone involved with cpan.cpantesters.org here?

I was just looking at fallout from CVE-2024-45321, and Red Hat, anyway,
addressed the CVE by changing all http references to https:

    https://access.redhat.com/security/cve/cve-2024-45321

In poking, I noticed that cpan.cpantesters.org is one of the few sites
mentioned explitly in cpanm that doesn't offer https alongside http. While
special-casing cpan.cpantesters.org is an option, a better one would be for
cpan.cpantesters.org to offer https as well as http, and I'm hoping to find
out who runs it so I can talk to them. (The WHOIS data is quite reasonably
redacted, but hopefully whomever is involved is here as well.)
