Hello,

I run a Linux from Scratch system and for Perl I keep the modules updated using 
cpan (/usr/local/bin/cpan version 1.64, same file is under perl-source 
directory utils/cpan).  When I type “r” to get the newest packages, the output 
contains

Package namespace         installed    latest  in CPAN file
XML::SemanticDiff::BasicHandler    1.0006    1.0007  
PERIGRIN/XML-SemanticDiff-1.0007.tar.gz

for very, very long time.  According to 
https://metacpan.org/pod/XML::SemanticDiff#BUGS anomalies should be reported at 
https://github.com/shlomif/perl-XML-SemanticDiff/issues .

As can be seen at https://github.com/shlomif/perl-XML-SemanticDiff/issues/10 
this problem was reported also by others in 2020 and then was pointed out, that 
the package has a new maintainer, who shall enable updates 1.0006 → 1.0007.

But https://github.com/shlomif/perl-XML-SemanticDiff/issues/11 from 2022 still 
indicates the problem exists, and 
https://github.com/shlomif/perl-XML-SemanticDiff/issues/12 opened by me in 
March does reiterate the problem.

At 
https://metacpan.org/release/PERIGRIN/XML-SemanticDiff-1.0007/source/lib/XML/SemanticDiff/BasicHandler.pm#L6
 is written our $VERSION = '1.0006';

I kindly ask you to take measures so that the cpan command can upgrade from 
1.0006 to 1.0007, the servers stop reporting version 1.0007, or anything 
similar.
