Deleting a mail is easy, but dealing with RT tickets requires more effort and I'm sure there are authors that aren't using RT at all. Hence, filing new tickets in RT on the wild is a Bad Thing, IMHO. However, it there was some way to tag a distribution or author, so the FAILs associated with them are automatically sent to RT (as in the example you came across), that would be lovely.
