Maybe:
cpantesters:
fails_to_bugtracker: 1
author_wants_cc: always | never | reporter-specified
Sending to a bugtracker of course would only work if the user did not
specify a non-mail resources.bugtracker address.
Some authors expressed the wish to receive only fail reports for
specific perl versions, but I think this would somewhat complicate the
META.yml
