As a brief observation I have never subscribed to the cpan-testers list and my test report traffic always gets through. I did experience problems in the past using my usual mail_host -> ISP smart relay route of sending reports, which was why I wrote POE::Component::Server::SimpleSMTP to punt all my reports through.
