I decided to specifically recommend disabling mod_perl with
distroprefs in the recent release of CPAN::Reporter::Smoker.

It relies on File::Temp, which relies on File::Spec, so it *should*
respect the $ENV{TMPDIR}. Let me know if it doesn't and I'll go
hassle Tim Jenness or Ken Williams about it.
