Would this be fixed by adding
configure_requires:
Module::Build: 0.280801
CPANPLUS::Dist::Build: 0.05
to the META.yml file? Then bumping the meta-spec version
meta-spec:
url: http://module-build.sourceforge.net/META-spec-v1.4.html
version: 1.4
in the same file. I filed a bug against Module::Build to get the
meta-spec version raised to the current level
