That's what I feared...  

I'm getting some strange FAILs from other testers who try to run the tests even 
though they're missing key prereqs.  Perhaps this is a related bug.  I can 
imagine that the tester code might try to run the Build script that's present 
in the distribution tarfile even though Build.PL exits with 0.
