I think it is OK considering the design decisions of HTTP::Tiny and 
CPAN::Mini::Webserver.

Anyway, CPAN::Mini::Webserver is also not able to server the find_ls.gz, 
even thought it is available on my local minicpan. I think I'll with a 
regular webserver (Nginx) and make the repository available from there.
