I already had issues with some distribution by running Harness in parallel.I 
had it disabled after that.
The problem with blacklist/whitelist is that you need to do it yourself (or 
copy from somebody else) and the author will never know that his/her 
distribution test files don't support parallel tests. In some cases they might 
just not bother fixing but others are just unaware of it.
Is there any work already being done to have a central repository for such 
things?

Yes. You can see this in the environment variables section:

    HARNESS_OPTIONS = j20

Is there already a consensus about enabling parallel smoking on all CPAN
distributions? Is it possible to blacklist/whitelist distributions for
parallel testing?
