Of course it is.  Every copy of the current MacOS comes with a small 
webserver that can run Perl CGI's, and there are more capable 
commercial servers that can also use MacPerl CGI's.  For a variety of 
reasons, Perl isn't the best choice at the moment, but it can be and 
is done.
