Um. Isn't the perl core supposed to be excluded from cpantesters?
Given that the correct way for reporting failures is with perlbug,
which gets the details to the maintainer list.

Personally, I find there are a lot of "supposes" out there for CPAN Testers -- most of it buried in code somewhere in various smoke systems, in CPANPLUS or in Test::Reporter.

CPAN::Reporter is a CPAN.pm plugin -- it just reports on whatever CPAN.pm tests.  It doesn't make any judgements about what distributions should or shouldn't be reported.  If perl core shouldn't be reported on when "installed" from CPAN.pm, I think that logic should live either upstream in CPAN.pm or downstream in Test::Reporter.
