    Yes, I have deleted it.  It's my mistake as a tester to follow an
author's request to modify my perl installation or configuration.  This
causes a bias test report.

    You may not like it, but that's the true test result of your module. 
I can't help on this, nor can I modify my perl installation or
configuration to make it working.  I only generate neutral reports.

    You may either list the required Module::Build or
CPANPLUS::Dist::Build version as your prerequisites.  You may provide a
ExtUtils::MakeMaker script, too.  You may check if there is such module
in the users' system and skip the test if CPANPLUS::Dist::Build does not
exist.  You may refer to how other people solve this issue.  But you
shouldn't ask the tester to modify her/his configuration in order to
generate a PASS report for you.
