Yes - we use that for some/most of the central mirrors; but the other several 
thousand mirrors don't use it (for various good reasons).

It also (currently) doesn't support tiered mirrors; and it's not used for 
"CPAN"; only for the "PAUSE data" -- again for various good reasons.
