Most CPAN mirrors use rsync. It's not realistic to make them change that ("Hello all mirror operators -- so that tool that you use for ALL YOUR MIRRORS; well ... maybe you can use something else for us?"). rsync is all disk i/o -- relatively negligible network and CPU. - ask
