Do you think there is any other solution instead of restart Zope?
Maybe some "intelligent" kind of product refresh to avoid the exception, or 
something like that.
Sometimes I have stupid syntax error and it's very heavy to have to restart 
zope? :-)

Hard to say, but it's an effect of the architecture of ZCML files, which 
is very difficult to actually do anything about.

No, you need to restart the Zope server every time you have made a 
product change that requires reloading.
