Radios can go a several hundred thousand kilometers per second safely;
license plate numbers, for all their faults, also help the process.

Yup. A number of cities are starting to get their act together
about limiting high-speed chases through places where it's dangerous.
At least most of them haven't decide that, lacking Ignition Escrow,
they should resort to bazookas as an alternative to high-speed chases.

and if they give the police more crap for losing the occasional suspect
than for running over the occasional kid while they're
