No, I'm not neglecting it at all. A flat plate reflector will also return
the pulse 'more or less directly back' as well, and more effectively than
some itty bitty corner reflector.

Actually no it won't. And radiators on the vast(!) majority of cars are
perpendicular to the road, making them perfect reflectors.
