I'm not sure that Stalin needs to be copied separately on this, as he is surely
a listmember, in which case, apologies for cross-posting. I have deleted

Right from the beginning (my guess is it would be somewhere around 2001 or
2002, as far as this list is concerned), the suggestion as been made that the
WPC publish a frequency usage chart for the country. This should be open to
public suggestions for updating, based on user feedback, and of course for
'restricted' or 'security-related' frequencies, there is no need to be overly
specific about the place of usage. However, it would be very important to
publish general patterns of usage, so that the country is kept informed about
the actual state of usage by parties - including the military - to whom special
favours are shown.
The WPC will not want to be seen as a party to the misuse and abuse of
frequency allotment which has thrown the entire country into a state of
suspicion and doubt about vast sums of money being ripped off from the public
exchequer, as exemplified by what is being called the 2G scam. Surely not.
As far as public broadcast radio is concerned, however, such a chart could only
be a tremendous aid to the functioning of the WPC (assuming that improvement is
within their understanding. Given the onerous tasks of balancing military usage
- frequencies locked out for security purposes, dumb usage - frequencies for
which nobody in WPC is willing or able to explain why they have blocked or set
aside bands, and scam usage - frequencies where some influential people stand
to make loads of loot through obscuring the actual usage position, I can see
why they may not think that public radio is really very important - the scams
here are only in a crore or two at a time, chickenfeed really).
A major step was taken by this list in charting the actual frequencies in use
by community radio stations, together with their locations, but so far WPC has
remained oblivious (as far as we can tell) to the worthy effort. Possibly it
would be sensible for this chart to be mapped geographically and graphically on
a website, if this has not already been done (several websites are better than
one), and updated from time to time as information is received - we could
simplify that task by providing an online form for submissions when stations go
on the air.
