Following suggestions provided by others, heres one that could work in
Uttarakhand

 1. In a few villages there are small towers that were provided for
village phones (mid 90's) the sukhram scam type wireless phones, The
early models got a small tower (one for each villages) . These may be
available in some villages.

2. In smaller exchanges - which in the last 5 years have got converted
to tall mobile towers, they had the base towers for the above wireless
village phones, some of the them have been dismantled and are
"literally lying around". Its possible that a friendly telephone
vibhag wallah might now how to help get hold of the section type
towers
