I think two significant announcements would be of interests and worth
waiting for:

1) Reduction of channel spacing from 800 KHz to 400 KHz
2) Reduction in license area/circle - 20 for urban, 30 for semi-urban
and 50 kms for rural areas. (Its now 100 regardless of location)

Once these two announcements are formalized, then it should be worth
applying again.
