the MNC's, banks, and global financial markets generally, to allow free
movement and have open borders.>

I agree with almost all of Mark's views are the eological situation
facing us. But here, Mark misinterprets what Fox is proposing, and
why I criticize what's coming down.

Fox IS NOT proposing open borders at all. Here is a man just caught
this weekend past by the newspaper, Reforma, employing 12 and 13 year
olds on his estate. He is hardly going to propose to The Gringos to
open US borders to all Mexicans.

This BS about moving towards a common union like the European Union is
playing up to the grandiosity of the US/ Canadian elites (Hey. we can do
it, too) and to the Mexican elites and middle class by offering them an
easement on paper barrers to their travels in the US.

His proposal is actually to restrict open borders for those looking for
work. He will camouflage this in rhetoric, and a mini reform of
promoting easier to obtain tourism permits, less paper work
requirements, and easing up weekend travel flow across The Border.

The meat and bones of the plan, is to do what so many of the SD/ liberal
types want, register the US work force in a tighter manner, to make the
underground market in labor more difficult for those that arrive from
outside the country's boundaries. This is an extension of using the
drivers license as a National ID that monitors the work force (who's
documented, and who's not).

The Clinton/ Fox game plan is to tighten and rationalize the flow valve
of immigration into the US. Is this a reform? Not to those
crossing the borders in search of work.

Unfortunately, the Naderite Left, and the liberals, will support this as
a supposed reform. Later, they will still be able to shed crocodile
tears about the actual enforcement by La Migra, as the undocumented
continue to flow north.

La Migra helps with their own crocodile tear propaganda. That's to
always focus attention on 'the evil traffickers in human flesh'. La
Migra itself, is just there to help and protect! PLEASE, help them
save human life!

In closing, let me state a note of solidarity with Nestor's position.
It is impossible to support industrialization according to the
throwaway, destructive level and model of US society. And the Third
World deeply desires what they have never had. They see in the US/
Europe/ Japan something much better than just an abstraction or dream
proposed by Marxists.

Still, rational planning of industrialization should be proposed, and
has to be proposed. The Third World has to have the infrastructure
for safe drinking water, waste disposal, electrification, and sane
transportation put into place.
