there are sufficient grounds for believing that the self-interest of
corporate and finance capital lies in the direction of open labour
markets, and after all, that has been the whole thrust of Anglo-American
deregulatory policies for 20 ywears now ('flexible' labour markets etc)
and is at the heart of the Washington Consensus. If they can't do it
right away it's not because they don't want to, but open borders is
surely what they want.>

Mark, open borders is surely what they don't want.     They have been
pushing for something else entirely different the last 8 years.     The
US has militarized The Border, and is in the process of trying to clamp
down much stricter on undocumented entry.

If this is being done in a boom period, with help wanted signs all over
the place, the future is an even more fortified and regulated
immigration situation,  when the bubble goes bust.

It is very dangerous to represent a closed wall, with a flow valve
controlled by the capitalist class, as being somehow an 'open border'
policy.      Closed borders arrived with capitalism, and it has been a
long time since there were any open borders to speak of.     No
governmental structure is proposing open borders, anywhere in the world.
The whole idea of the nation state, is that it is to be an area of
closed border.

Globalization is not a move to open borders to free worker flow.
Capitalism prefers its work force to be imprisoned, where punishment can
easily be dished out.

The preferred elite policy in the US, Canada, and elsewhere, is to allow
a small immigration flow of elite allies from elsewhere, along with the
needed technicians and servants as seen necessary by the capitalist
class.     This is hardly promotion of an 'open border'.      That's
what is so troubling to the US elite, the border with Mexico is so huge
and unmanageable.     Undesirables keep slipping in.

One can easily see a move to re-entrench, with a new double border.
The desire is to place into effect, a Mexican Migra.    One that catches
immigrants on the Mexican side of The Wall, FIRST.     This is the grand
'Fox' plan, that Clinton is about to be pleasantly 'surprised' by.
My, this Mexican 'democracy' is just great!

What is this new Mexican efficiency to be proposed by Fox?     In the
past, PRI tied police and military, caught immigrants off shore, in
Mexican airports, on the Guatemalan border, in the  Mexican border
towns, etc.     But then they took bribes and made money off all this,
and let them go so as to let them try to do it again after the money
would be wired from back home to the victims.    Clinton wants this
stopped.     Fox is promising that he's going to do it.

I would hardly call this a move to open borders.     Liberal Leftists
who do not educate themselves about immigration, often see the problem
as being how immigrants are treated in the US.     This is the mere tip
of the iceberg.     'Cleaning up' only the US Migra, while making other
elements even worse, is no true 'reform'.

One of the reasons I have such total contempt for Nader, Sweeney, and
gang, is that they limit there 'reform' proposals to such
superficialness.      What do they care about Juarez or Matamoros, as
long as they keep the river clean, and don't take jobs away from
Americans?
