Target infrastructure, especially civil infrastructure
Powell's overwhelming emphasis is on media control to afford the military a
free hand to inflict whatever casualties necessary, military and civilian,
to keep US casualties as close to zero as possible. He is terrified of
ground combat unless there is anoutrageous advantage--like Iraqis already in
retreat so we can shoot them in the back in violation of international law.
Note how not even Apache helicopters were NOT committed in FRY.
