I would rather keep the rules, so that we get a perfect upgrade. Otherwise, the visibility field on the project will not work as expected.
As for the formatting, it is purely cosmetic. The output is generated from a diff on xml level and I would prefer not to change too much of it. I reformatted indentation, but the contents are perfectly valid, so I'm asking you to let this pass too. Whitespace in domains is a matter of taste. Personally, I actually like this better than the original representation!
