Another problem we want to solve by coref, that is not solved with

Absolutely. The ultimate way to identify a person mentioned in a source is
via the source itself. It is the " 'he' , word nr. 576, in ISBN 76476-706-757"
or so. Reading one document, we normally can infer the set of persons mentioned.
Outside the scope of one document, the mess begins. So, in the worst case,
such a person number must be relative to a particular document. Hence, the 
identifier
should better carry the document's scope.
