Ditto the three OCL files; though they should be fixed for M4 since
the tools build is at +3.
Since this is such an easy/common oversight, might it not be
sensible for the Manifest builder to apply Eclipse policies to any
org.eclipse.* plugin so that we get an edit-time warning?

to begin looking into this. Since this has been fixed, using
tycho 0.17 should be enough to remove these issues by M5.

be sure to set aside some time
in January to fix these types of issues early, if you don't
fix for M4, and not leave to the very end.
