Actually, the bug doesn't involve leaving a read only service intact at all. The repos are still in their locations, read-only, but pserver has been shut down.
Shutting down CVS was prerequisite to jumping onto the Git wagon, and for two reasons: one, to reduce the confusion of having 3 SCM tools, and two, to reduce administration overhead of taking on new services without adding extra EMO staff.
