Maybe there's some terminology issues ... but literal "mirrors" on 
build.eclipse.org never do "work" ... the infrastructure is "smart enough" 
to go directly to the URL since it knows it is "right there on same 
Gigabit connection" and no mirror from a remote site is going to be 
faster. 

That said, when I look (via shell command) there really is no repository 
at 
/shared/eclipse/e4/build/e4/downloads/drops/4.0.0/I20130911-2200/org.eclipse.e4.tools/build/org.eclipse.e4.core.tools.update/
only a pom.xml and category.xml ... so I think there is "failure" 
somewhere else earlier in your build? 

I suggest you open a bug an track issue there, since doesn't appear to be 
an (obvious) infrastructure or cross-project issue. 

(Though, by all means, if others see something "wrong" with 
infrastructure, feel free to say (or, open a bug) ... perhaps I'm not 
fully understanding or know exactly where I should be looking).

anything wrong with the Eclipse mirrors. Our e4 tools build fails with:

Local (and vogella GmbH CI) build works fine, so I assume their is an 
issue with the Eclipse mirrors.
