It sounds as if you hit the old Oomph caching bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=470900
If that's the case, the easiest way of fixing the problem is to delete this
folder:
${user.home}/.eclipse/org.eclipse.oomph.p2/cache
BTW. the bug was fixed in Oomph looong ago, but the Foundation did not follow my recommendation to replace those old
installer binaries ;-(
These newer installers are better:
