It works ok for me ... so might have been a temporary network problem? 
I started with a fresh Mars binary platform, and installed Birt framework 
feature from the built in http://download.eclipse.org/releases/mars. 

Are you using Oomph by any chance? I believe they cache some data ... but, 
even if that's wrong, I can't imagine how that would translate into the 
errors you report.

When contacting [1] I get:

Unable to read repository at http://download.eclipse.org/releases/mars.
Unable to read repository at http://download.eclipse.org/releases/mars.
No repository found at 
http://download.eclipse.org/technology/epp/packages/mars/.

The platform repo works as expected so that leads me to believe it is not 
a network error.
