Thanks Denis, I have successfully tested it with the europa release.
After moving it from download.eclipse.org to archive.eclipse.org, accessing https://download.eclipse.org/releases/europa returns: Moved to archives It appears this content was moved to the archives. You can try accessing this URL instead: https://archive.eclipse.org/releases/europa/ Accessing the folder or it's contents with wget shows a 301 redirect. The p2 update manager also still shows the content of the update site when accessing d.e.o. I've restored the europa folder to d.e.o for now.
