I would follow Marks' advice regarding sellers with too many negative
feedbacks.
Here's what I usually do when dealing in ebay:
On payments
- Use credit card if they are a legitimate business.
- Arranged for an escrow payment.
- I wouldn't use Paypal as I've heard too many horror stories
about their dispute resolution.
- COD payment is another option. This maybe more expensive but
it's well worth the few extra bucks
Honest traders will usually give in into one of the either.
On shipping
- Ask for shipping information.
- If the item you won is more than 100 dollars, have it insured.
- Make sure they are shipping it to the correct address.
If you can talk to them over the phone, especially on large purchase,
talk to them. If they sound shady, trust your instinct and get the
h#ell from that person.
This apply to internet purchase in general, if the deal sounds too good
to be true, it probably is a scam.

getting ripped off via e-transactions.
