I have a copy of American Honda's 88-91 CRX Parts catalog that lists exploded views and part numbers for all part of the cars and which were used on each model. Since I have messed with the bumper stuff before, I checked the book to see if I remembered right.
The bumper cover is the same on the 88-89 HFs, DXs and Sis (pn 71101-SH2-000ZZ). For 90-91, there was one cover used on all three models (pn 71101-SH2-A10ZZ) and one cover used for HF only (pn 71101-SH2-A00ZZ) and I can't see any info that would explain why or the differences between the two units that could be on the HF. I have only ever owned Sis but from the 88-89 bumper cover to the 90-91 there was a mild reshaping of the forward reach of the horizontal part of the bumper cover plus the addition of closed recesses for fog lights in the lower valence. I'd guess that the odd HF only bumper cover may have the reshaping above but maybe not the fog light recesses. Only a guess and HF owners might be able to confirm or deny it but HFs could have either style according to the book. Anybody got an HF Honda cover with no fog light recesses? Underneath the bumper cover is the bumper beam which is the real crash structure and that is always different on the HF vs. the DX and Si. The DX and Si is much more solid and has some horizontal crash structure to reduce damage to the car . The HF bumper beam has no real crash protection at all in order to save weight from the economy car. The HF beam is only the barest flimsy minimum of structure to hold the bumper cover in place and provide no crash protection. The moral of the story is if you take a hit in the front end of an HF, the bumper will provide almost no protection and plan on greater damage to the nose of the car. I recently bought a brand new HF bumper beam from my Honda dealer for my Si racecar (legal in EP but not IT) wanting to save weight as well (didn't weigh it but it might be 5-8 lbs). Also due to the exposed nature of the bumper beam, they tend to be in pretty rusty, nasty shape so be ready for stuck cover bolts, missing sections and general roughness. Hope this enlightens some.
