What you need is Arospeed's ECV (Exhaust control Valve)

It's basically a throttle body that is installed in-line with your
exhaust, that controls flow.  It's cable operated, and you run the
cable into the cab, for remote control.  You see a cop, you slide it
shut (to the most restrictive setting), cop is gone, you open it back
wide, or any level inbetween.
