Knew a guy years ago in Baltimore that ran a shop that
specialized in "federalizing" what were referred to as
"grey market" cars from Europe. As I remember he said
the owner/importer had to post a bond equal to the
value of the car & then had 90 days to get the car to
meet federal standards or you forfet the bond & they
deport your car. He made some serious money doing
this. Things may have changed but best check with the
Federal Dept. of Transportation for a start.
