The problem with Steganography is that there's basically no way to
clue people in to it's location without clueing everyone into it.  For
any kind of public-key type stego to work, stego has to be 1)
standardized, 2) people have to be looking for that form of stego in
all the standard places, 3) if you're trying to reach a set of people,
they all have to have the same public key, or you have to have all of
their public keys, 4) the document has to have some structure which
lets you distinguish it from random noise after decryption (e.g. a
CRC) and 5) there has to be no signature that lets you detect the
crypto prior to decryption.

You can even drop really broad hints to an audience of cryptographers, 
and they STILL won't get the idea, even though of anyone, *they*
should be on the lookout.
